10/24 「脱原発をめざす女たちの会」北海道集会
「脱原発をめざす女たちの会」を作りたいと思います！
福島原発は収束の目途もつかず、地震列島日本で原発を動かすことは大変危険であり、廃棄物処理も未解決です。
今こそ、エネルギー政策を転換し脱原発、原発のない社会を実現しなければならないのではないでしょうか。
そのために、女性たちで力をあわせていきましょう。
もちろん男性たちとも…。
ひとりでも多くの女性たちに脱原発の思いを伝え、つながって運動を広げていきたいと思います。
会則、会費はありません。
ゆるやかなネットワークとして、今後、集会・講演会、パレードなどを行ないます。

⑥昨年同日の最大電力 449万，は今年の前日の数値でした。ここに前の日の最大値が報告されます。
これによって，毎日の最大電力を知ることができるようになった。
今朝，北電「お客さまセンター」に問い合わせたところ，以下のようなやりとりでした。
供給能力について，揚水式の40万KWは含まれている。現在は泊3号機が稼働しており，他社からの購入電力は必要ないので，84.4万KWは購入しておらず，計上していない，という。この能力の内訳(水力，火力，原発）を明らかにして欲しい，と要望した。
今日の供給能力は，昨日より7万KW増えているが，これは雨が降ったので，水力発電を増やせるということだろう。 とのことだった。
つまり，原発がなければ，他社からの購入によってカバーすることはできるが，原発が動けば他社からは買う必要がない。ということでなんですね。これは企業として当然のことでしょうな。

Over the past 30 years, I’ve brought up my five children while farming in harmony with nature. Since the Chernobyl incident, I’ve lived based on time-tested wisdom and skills from the past for the sake of our future generations. Even if there is no more petroleum and all the nuclear power plants are shut down, we can still continue living. That is the way people should live, recognizing the importance of relationships with other people and respecting nature.
Our family of 7 lived modestly by growing rice, vegetables and various grains on our “natural farm” and cooking our food over firewood. Many people from all over the country gathered to learn about our lifestyle.
But 11th March changed everything. Despite the pain caused by the 3 tragedies of earthquake, tsunami and nuclear accident, we had to carry on living. It was especially difficult to accept the damage caused by the nuclear accident as we were unable to see it. My fellow farmers couldn’t bring themselves to abandon the land they had put so much work into.
We heard about the nuclear power plant incident on 11th March at midnight. I decided to evacuate four of my children, who were living in Fukushima, to Yamagata. After the Chernobyl incident, I had already planned that if an accident ever occurs at the Fukushima Nuclear Power Plant, I would send my children to Yamagata.
I quickly called my friend in Yamagata, who accepted my request and told us to come immediately. I was able to fulfill my basic duty as a parent, by protecting my children’s lives.
My own children evacuated to Yamagata on 13th March, but in Fukushima, 300 000 children were left behind. I wanted to help every one of those children and hence, started measuring radiation levels in schools. The results showed that 75% of schools in Fukushima Prefecture were in radiation-controlled areas. I submitted the report to the prefecture, hoping that the children would be evacuated immediately. But on the day that I submitted the report, the country set the safety standard for children’s exposure to radiation at 20milisievert of radiation per year.
This standard was set so that Fukushima city and Koriyama city would not be compulsory evacuation zones. Has the immunity of people towards radiation been changed by the nuclear incident? By increasing the safety standard values, the compulsory evacuation zones would not expand. The country said that people who wish to voluntarily evacuate are welcome to do so, however, they would not be compensated. This was done to decrease the amount of spending on evacuations and happened as a result of prioritizing the economic costs over the children’s lives.
“Fukushima Prefecture’s residents, as well as other prefecture’s residents, have rights to not be exposed to radiation right?” but we didn’t get an answer to this question. Fukushima Prefecture’s residents have been abandoned. Our right to evacuate to avoid radiation exposure has not been recognized. The country is funding the decontamination but not the evacuations. The sequence is incorrect. Leaving children in a contaminated location while carrying out decontamination is not solving the problem.
The radioactivity that exists amidst the unchanged beautiful scenery has created a gap between those who think it is safe to remain there and those who think it is unsafe.
For the sake of the children, evacuation is the best option. However, can we find jobs after we evacuate? What about our housing loans that cost 100,000yen a month? Is it alright to leave behind our frail parents? Is it necessary to evacuate at the cost of our children losing their friends?
The Radiation Health Risk Management Advisor said that at levels of 100 milisievert/h, only 1 in 200 people will have increased chances of cancer. Some people want to believe that Fukushima is alright and do not want any more disturbances. Many just want to return to their lives before 11th March. It is sad that the victims’ family and local people are not able to share their feelings and memories together. These are direct health effects of mental stress.
Fukushima Prefecture’s Radiation Health Risk Management Advisor, Mr Yamashita Toshikazu has made speeches around Fukushima Prefecture saying that it is alright, even if pregnant women and young children are exposed to 100 milisievert/h. As a result, many Fukushima residents did not take any precautions and continued their lives as usual.
Fukushima Prefecture did not release any official data or gave any information to people living within the contamination zones. As a result, residents who lived within a 20km radius of the nuclear power plant were actually evacuated to a place with higher levels of radiation at one point in time. This was only realized more than a month later, based on officially released information. This happened even though the prefecture already had the information 3 days after it happened.
The tentative safety standard for food products was set at 500 becquerel. If food was found to be below that level, it was supplied to the market as usual. The prefecture and country did not announce the safety standards that Ukraine and Belarus had set.
Internal radiation was not taken into consideration in deciding the safe level of radiation exposure per year. Furthermore, the damage caused by low levels of radiation exposure will only emerge little by little. As the probability of effects appearing is low, nothing much can be done. On the contrary, data on exposure to radiation levels of below 100 milisievert/h is not available. To gather these data, the 2 million Fukushima residents would be the guinea pigs.
We, the residents, find such circumstances to be very strange, but the media does not provide any accurate information. At Chernobyl, there were no effects other than children’s thyroid gland cancer. Despite our demands, the prefecture and country have not explained anything.
Overall, based on what the prefecture and country have done for the Fukushima residents so far, we do not feel that we are being protected. We really cannot believe what the prefecture and country are saying.
The Fukushima contaminated by invisible radioactivity seems like a battlefield to me. Surely, it is foolish to believe that people can overcome nature, resulting in this fight between mankind and nature. Fukushima with a wealth of nature, “Beautiful Island Fukushima”, its appearance has not changed at all and hence is a “Beautiful Battlefield”. The battle with radioactivity is using the country’s power to snatch away the children’s future. The children cannot remain at the battlefield. We cannot desert the children in the midst of the battle’s flames. We have not been able to save the children with our priority on economic costs. We have to do everything we can to save the children immediately.
Still, this country refuses to stop using nuclear power. Why is that so? How many more generations of people would this nuclear accident affect? This is the Japan that has a bigger budget for repairing fighter air crafts than that for saving the children’s lives. We cannot expect anything from this country that has left its children in the lurch for 6 months. It has been clearly shown that it is not the country’s duty to protect its children’s lives. The 21st century’s adults have decided that instead of protecting the lives of our future children, the immediate economy is more important. This attitude cannot be passed on to the future generations or we’ll eventually be destroyed. The residents have to protect the children’s lives. Let’s use our hearts to see what we can do to help save lives.
The Fukushima parents have stood up for our only hope to “Save our children’s lives”. Let’s protect the Fukushima children. Let’s not let the tragedy that has happened to Fukushima children ever occur again. Let everyone continue with this action.
I want to tell everyone in the world about the terrifying effects of the Fukushima Nuclear Power Plant accident and am prepared to continue with my activities till all the nuclear power plants have been shut down. Even though it might not have concerned you directly, now is the time to make a decisive action to change our way of living. If this cannot stop the use of nuclear energy, humans are on the path towards self-destruction. Everyone one in the world, let’s put our energies together to stop the use of nuclear energy!!

Immediately after 3.11 Fukushima-Daiichi disaster occurred, “Shut Tomari” was founded to shut down the three Tomari nuclear power plants in Hokkaido, the northern most island of Japan. Ever since we have done everything we could think of, i.e. collection of signatures, demonstrations, petitions and negotiations locally and globally with all involved institutions.
Finally, on August 1st we filed an injunction lawsuit against the Minister of Economy, Trade and Industry (METI), demanding him not to approve the final safety tests on Tomari Unit 3. The Fukushima Daiichi accident is ongoing, its investigation not completed, the cause of the accident not known, and no necessary new safety measures set up. Nevertheless, on August 17th, Tomari Unit 3 became the first commercial reactor in the world to be resumed only six months after 3.11.
For METI (Ministry of Economy, Trade and Industry), fearing for all nuclear power plants in Japan to stop, it was a must for them to resume a first one after Fukushima with whatever means. Hokkaido Electric could not allow all three Tomari reactors to stop as it would prove that Hokkaido could manage without nuclear power.
The Nuclear and Industrial Safety Agency (NISA) announced that Tomari 3’s safety is guaranteed as if for them Fukushima had never happened. NISA is the one who approved the safety of Fukushima Daiichi before 3.11 in spite of clear evidence concerning earthquakes and tsunamis, and NISA is therefore one of the entities responsible for the catastrophe. A thief is a watchman of its own.
Tomari 3 was a soft target with the Governor Harumi Takahashi who is a former METI pro-nuclear bureaucrat. As citizen’s voices against resumption of Tomari 3 were growing loud, the governor bypassed the Hokkaido legislature, and Hokkaido residents. Even the people living in Tomari were not consulted at all.
Then it was revealed, and we confirmed it with the Hokkaido Electoral Control Committee, that, “Hokkaido Electric board members are faithful donors of Governor Harumi Takahashi; also, Hideo Minamiyama, the president of “Hooshunkai”, her political fund managing organization is a former president of Hokkaido Electric; and former employees of the Hokkaido Government were re-employed by Hokkaido Electric”. Our own investigation revealed that a former Chief of Hokkaido Prefecture’s Nuclear Power Safety Division is re-employed by Hokkaido Electric on
April 1st.
On August 26th it was reported that Hokkaido Electric rigged to get a majority YES opinions in a symposium on MOX fuel held in 2008 by instructing employees to attend as citizens and voice opinions for the program, and more of such cases followed. It is exposed that rigging was “business as usual” for Hokkaido Electric, who regularly mobilized its employees not only on MOX fuel but also on construction of Tomari 3 in 1999 and 2000. Hokkaido Electric’s intention then was to mobilize 5,000 YES opinions for its construction.
Nuclear power has been promoted for decades as a national project based on the cozy relationship between METI, electric companies, business circles, academia, media, and the judiciary. A new law was passed in July to help out Tokyo Electric from its bankruptcy with huge subsidies from taxpayers, while no measures are being taken to help individual victims of Fukushima from bankruptcy. This is a democracy issue we are struggling with.
The immense suffering of people affected by the Fukushima-Daiichi disaster can only be given meaning if we now learn from this catastrophe and those that preceded it at Hiroshima, Nagasaki, Three Mile Island, Chernobyl and elsewhere. Can the world afford another Fukushima? We are appealing to the world to put an end to the age of nuclear power in the wake of Fukushima. Otherwise it can happen again, at Tomari, Indian Point, or anywhere at any time.

「国境を越え、核を越えて －アメリカ使節団報告」

「野田総理が、原子力の安全性に関する国連首脳会議の場で、福島がまるで収束に向かっているかのように語り、安全な原発をめざすと宣言するのをほっておくわけにはいかない！」というその思いだけで、アメリカ行きが決まった。使節団のメンバーは、アイリーン・菜緒子・スミス (グリーン・アクション)、佐藤幸子 (子供たちを放射能から守る福島ネットワーク)、安斎由希子 (余市の有機農業者)、泉かおり（Shut泊/福島の子どもたちを守る会・北海道）、これのメンバーに、幸子さんの17歳の息子さん友生くんと、13歳の娘さんの美菜ちゃんが加わった。全国からのカンパと温かい支援に支えられて、9月18日、私たちは、成田空港を発った。
ツワモノ揃いのアメリカの反核団体― Beyond Nuclear (核を越えて)
今回のアメリカ訪問の成功は、Ｂｅｙｏｎｄ Ｎｕｃｌｅａの協力なしにはありえなかった。福島第一原発と同じ型のＧＥマークＩの原子炉がアメリカには23機ある。福島事故後、Ｂｅｙｏｎｄ Ｎｕｃｌｅａｒは、「私たちのフクシマを凍結しよう！キャンペーン」を開始した。ケビン・キャンパス （核廃棄物ウォッチドッグ）；リンダ・ペンツ・グンタ（広報担当）；ポール・グンター （代表、核・原子炉監視）、シンディー・フォーカーズ (健康問題担当)、この4人の卓越したスタッフが、私たちのアメリカでのスケジュールをまとめ、アメリカ中のメディアを動員し、原子力規制委員会との面談や上院議員会館での連邦議会議員対象の報告会や数多くの一般報告会を含め、全てをアレンジしてくれ、同行してくれた。ケビンもポールも、反原発運動のフルタイムの活動のために大学を中退し、逮捕歴ｘｘ回というツワモノぞろいである。私たちの国内の交通費、アメリカ報道センターの1時間20万円もの費用、宿泊費もすべて、カンパをかき集めて賄ってくれた。福島の現場からの声をアメリカの人々にきいてほしい、技術的なことにしか関心のない原子力規制員会の委員たちに、ひとたび事故が起きたらどういうことになるのか、肉声を聞いてもらいたい、福島の事故を教訓にアメリカの原発を止めたい、そう言った彼らの思いを、ひしひしと感じた。
福島の次は、ニュークから６０ｋｍのインディアンポイント？
ニューヨークから電車でインディアンポイントへ向かい、駅に降り立つと、立派なマイクを道端に立てて、大きなバスケットに、メンバーの農場で採れた有機野菜、卵や手作りチーズを山盛りにして、地元の反原発グループが歓迎してくれた。今年4月から3か月ほど日本に滞在したという活動家の若者が、「日本、めっちゃ好きやねん」と何故か関西弁のプラカートをもって、迎えてくれた。彼のおじいさんは反原発の活動家だったそうで、おじいさんの著書を一冊プレゼントしてくれた。ニューヨークから60ｋｍの地点にあるインディアンポイントは、小さな海辺の町で、最近野生の大鷲が戻ってきたという自然豊かなところである。そこで30年以上にわたって反原発運動と代替エネルギーを求める活動を続けてきた「インディアンポイント安全なエネルギー連合」（ＩＰＳＥＣ）のマリリン・エリたちの案内で、曲がりくねった坂道を車で行くと、展望台に着いた。目の前に大きく広がる海の向こう側に、原発2機がきのこ雲のようにそそり立っていた。スリーマイル島原発事故以来反原発に関わってきたローリーが熱っぽく、野生の大鷲の話をしてくれた。ロバート・ケネディー・ジュニアが創設者の一人であるというインディアンポイントの環境団体リバー・キーパーズ （Ｒｉｖｅｒ Ｋｅｅｐｅｒｓ）で、昼食会兼報告会を行った。駅から5分のところで、有機農業を営む女性メンバーに、幸子さんや由希さんの話は、どのように響いたのだろう。
因みに、インディアンポイントの原発は福島第一原発と同じモデルのジェネラル・エレクトリック製のマークＩで36年という老朽原発であり、原発のすぐ下には、2本の天然ガスのパイプが通り、活断層も通っている。地震がないと思われていたアメリカ東海岸の原発に共通して、地震耐久性はなく、火災報知器もなく、緊急全電源喪失時には25分の電源しか確保できない。人口800万人のニューヨークから最も近い原発であるインディアンポイントで、もし事故が起きたら、最低でも2000万人が被害を受けるといわれている。さらに、原発事業者から20年の原発の運転延長の申請が出させているという。今年8月23日、アメリカ東海岸でマグニチュード５．８の地震が起き、原発2台が停止した。地震がないはずの東海岸で起きた地震に、アメリカは震撼した。
とってもフレンドリー、でも原発はやめたくない原子力規制委員会
原子力規制委員会 （ＮＲＣ）は、1975年にそれまでひとつだった機関が、１）原子力規制員会と２）エネルギー規制研究所の二つの組織に分離し、ＮＲＣは規制の役割を担う専門機関として設立された。日本の原発推進と規制の両方を担う保安院とは違い、中立性が高いという評価もある。しかし、実際には、原子力規制委員会の予算の９０％が新規の原発運転許可証の交付による収入によって賄われており、原発が止まってしまったら、原子力規制委員会は成り立たない。マグウッド委員, 元原子力潜水艦の艦長だったというオステンドルフ委員、原子炉と防災プログラム副事務局長のビルグリオ氏の3氏と面談した。日本の官僚と大きく異なり、アメリカの官僚というのはずいぶんフレンドリーだというのが最初の印象だった。3氏ともまず、幸子さんにたいして、「今回の事故に関して、心よりお悔やみ申し上げます。あなたのご家族はご無事ですか。それはよかった。安心しました。私の息子は、イラク戦争で負傷し、障がい者となり、今、社会復帰しようと懸命に頑張っていることころです。ですから、被災者のみなさんのお気持ちはよくかわります。」という丁寧なあいさつから、面談が始まった。しかし、誰一人として、「是非、原発を止めましょう」とは言ってくれなかった。
幸子さんが、ひとたび原発事故が起きると何が起きるのか、自分自身の状況を細かに話した。それに対して、「福島の事故を踏まえてより安全な原発をめざし努力する。日本の除染技術は遅れているようだ。アメリカは、除染に関しては日本より経験も豊富で、技術も進んでいる。是非お手伝いしたい」という委員たちの回答に、幸子さんは、「安全な原発などないんです。それを福島から学んでほしいんです。次の事故が起きる前に、アメリカの原発を一日も早く、全て止めてください。」と言い返した。私は、福島の子どもたち40人が菅総理に宛てて書いた手紙のコピーを見せて、内容を翻訳して読み上げた。将来サッカー選手になりたいけれど、外でボールをけることのできない男の子と、大きくなって子供を産むことができるだろうか心配する女の子の手紙だ。福島の原発作業員の実態にも触れた。話しているうちに、思わず語気が荒くなった。「たとえ、仮に安全な原発があったとしても、原発作業員の命と健康を犠牲にして初めて成り立つ原発ですよ！これ一つとったって原発はやめるべきです」。面談が終わって、Ｂｅｙｏｎｄ Ｎｕｃｌｅａｒの代表で身長2ｍもありそうなポールが突然立ち上がって、私を見おろして「ありがとう！本当に、ありがとう！よくいってくれた！」と私の手を握った。「どうしたの？あなたはもう帰るの？」と尋ねると、「原子力規制委員たちが、普段全く考えもしない原発事故の人々への影響について語ってくれてありがとう」ということだった。
面談が終わり外に出ると、原子力規制委員会の３件目のオフィスビルとなる最も高い工事中の建物を指さして、ケビンが言った。「これからの新規原発運転許可を出して入ってくるお金でこのビルの工事費を出すんだよ。金と名声。3つの立派なオフィスビル。これで原子力規制委員会の格も上がるということだ。」
金と名声、、、正に人間をダメにする2つの条件ではないか。
オバマ大統領が表紙を飾る「原発クリーン、停電不安」のパンフレット
インディアンポイントに向かう電車の中で、隣に座ったエバンが、これを見てくれとカバンから引っ張り出したのは、最近、3回にわたって電力会社が民主党会員に送りつけてきたパンフレットだった。表紙を飾るのは、オバマ大統領の自信に満ちた大きな顔写真。
「我々の増加し続けるエネルギー需要を満たし、地球温暖化による最悪の結果を避けるためには、原子力エネルギーが不可欠である。それは、こんなにも簡単な問題だ。」 バラク・オバマ

大統領と元グリーン・ピースの代表にこうしたセリフを言わせる電力会社のパンフレットは、雄弁に語る―原発は国策だ、と。
もう一つのパンフレットの表紙は、停電の真っ暗闇で、母親がヘッドランプで手元を照らしながら、まな板での上で包丁を使っている横で、父親がやはりヘッドランプで子供が読んでいる本を照らしている写真だ。題は、「これが、ニューヨークのエネルギー計画であってはならない。」
アメリカの原発推進プロパガンダは、大っぴらで、自信に満ち、全くはばかることなし！という傲慢さが感じられる。しかし、エバンによれば、このようなパンフレットが配布されたのは、今回が初めてだという。福島第一原発事故が起こり、8月には東海岸でも地震が起き、原発が停止した。7月に起きたネバダ州ラスベガスの山火事では、旧核実験場のロスアラモス国立研究所が、あわや火に包まれるかというその一歩、わずか3ｋｍの地点で、火事が食い止められた。また6月には、ミズーリ州カルフーン原発も水没した。こうした一連の原発を巻き込む災害に、アメリカ国民の不安も高まっている。そして、こうした不安は反原発運動の高揚につながっている。オバマ大統領の写真入り原発推進パンフレットは、こうした動きに危機感をいだいた電力会社と政府の対応として出てきたものだとエバンは言う。つまり過剰な自信は、実は不安の裏返しということか。
10万年後の人々との対話？宇宙人が放射能難民で地球にやってくる？

「Knocking on Devil’s door -悪魔のドアを叩いて」という脱原発運動のドキュメンタリ―映画の上映会兼パネルディスカッションには、アイリーン、由希さん、幸子さんが参加し、私は、アリスとリンダと一緒に、デンマーク国連代表がニューヨークの外交官を招待した「10万年後の安全」というフィンランドのオンカロ核廃棄物処理場に関する映画の上映会に行くこととなった。場所はスカンジナビアハウス。この映画は、札幌のシアターキノで、既に見ていたが、再度見て、またしても、何ともやり場のない重い気持ちになった。マイケル・マドセンは40歳くらいで、映画の最初と最後にも出てくるが、俳優並みのいい男だった。上映が終わり、監督が、何故この映画を撮ることにしたのか、その動機について語った。「僕は、反原発でも、政治活動家でもない。ある日、食事が終わった後、僕はいつものように台所で皿を洗っていた。するとラジオがオンカロの核廃棄物処理場建設の話をしていた。10万年後の人たちと、どのようにして関係性を持てるのか、それができない僕は、大変興味深く感じた。10万年後の誰かに、いったい何語でどうやって、ここは危険です、入ってはいけませんと伝えるのだろう？いったいどうやって10万年後の人たちに語りかけるのだろう？それが、映画をつくろうと思ったきっかけだ。スウェーデン、デンマーク、フィンランドの官僚や科学者たちにインタビューを重ねて、感じたことは、彼らの持つ科学に対する絶対的信頼感。今、現在科学が解決できなくとも、将来いつかそれが可能だという信頼感、、、僕には理解ができないことだ。」意見交換のあと、ワイングラス片手のレセプションで、監督と話をした。私たちが、何故はるばるアメリカまで来たのか、日本では4人の若者が東京の経産省前で10日間のハンストを行った、今の若者はせめて、自分たちが選択することなしに押し付けられたものに関して抗議ができるが、10万年後の人たちは、それすらできない不条理、私たちの住む北海道の幌延は、既に２５０ｍも穴をほり、核廃棄物処理場になるのではという危機感が高まっていることなどを話した。次はどんな映画をつくるのかと尋ねると、宇宙人が放射能汚染で自分たちの星に住めなくなり、地球に避難してくる話だという。監督は12月に来日予定だそうだ。
いざ出陣！国連前で野田総理と対決 ― ９．２２ 国連前デモとアピール
9月22日、私と幸子さん親子が滞在していたクエーカー経営の宿泊施設となりの会場で、ＮＧＯ Abolition２０００ (核廃絶２０００)主催の報告会が行われた。ここには、訪米中の北大教授の常田益代さんと、ジンバブエで一緒だった日本赤十字ジンバブエ日本代表のアメリカ在住の大岩豊さんも駆けつけてくれた。Abolition２０００代表で、ＮＧＯの国連会議への参加権も持つアリス・スラターは、パワフルな反核ベテラン活動家だ。日本から海を渡ってきた放射能汚染を心配して、カリフォルニアに住む孫のために、ヨー素を送ったという。3.11の福島事故をきっかけに、インディアンポイントの原発を止めよう、今！（Shut Down Indian Point Now!）という会を3月28日に新たに立ち上げ、代表を務めるエバン・ギラーが、報告会終了後の日本のテレビ局のインタビューで、涙ぐんでいた。
そして１７：００、待ちに待った国連前スタンディングデモとアピール。
ニューヨーク在住の日本人の皆さんがたくさん集まってくれた。殿平有子さんは、ギリギリで、デモ許可を取ってくれて、当日は、ハンドマイクと「Ｎｏ－Ｎｕｋｅｓ」と書かれたの黄色い風船をたくさん抱えて現れた。
「国連よ！原発を推進するのをやめよ！」
「日本の放射能難民、受け入れ先募集！」
「スリーマイル島、チェルノブイリ、福島、次はどこか？インディアンポイント？」
グリーン・ピースのリック・エリザガさんのデザインによる横断幕を掲げて、声を大にして、私たちは叫んだ。幸子さんが、アイリーンが、リンダが、アリスが、ケビンが、そして私も、交代にハンドマイクでアピール。リンダが、野田総理に向かって、「日本政府がやっていることは、人道に対する犯罪だ！（A crime against humanity !）」と叫んだ。「ア、クライム アゲインスト ヒューマニティー」、、、何と明確で的確な表現だろう。日本語では、こうはいかない。
やがて、私たちの目の前の車道の向こう側に、日本人らしき黒っぽい背広の人混みが固まっているのが見えた。日本の記者の一人が、「5時半に、野田総理がここにやってきます」と教えてくれた。見ると車道のこちら側に、大きなテレビカメラが何台も並んで、報道陣が構えている。そして、黒塗りの車から降りたった野田総理の姿が見え、そこで幸子さんにマイクを渡した。このためにはるばるニューヨークまで来たのだ。「野田総理！福島の子どもたちを救わずに、安全は原発を作るなんていうのは、卑怯だ！ 福島の事故を起こした国の総理として、原発を止めて、世界の見本になってください！お願いします！」幸子さんは、今までの思いのたけを込めて叫んだ。一瞬、幸子さんが、子どもたちに「ばあちゃんの墓まいりにいけないんだから、、、」と小声で言うのが聞こえた。次の瞬間、幸子さんがマイクを握り締めてこう続けた。「私の母は、私が子供の時、家が火事になった時、私の下の妹を救うために火の中に飛び込んだんです。そうやって妹を助けたんです。チェルノブイリの事故が起きた時、私も一番上の子を妊娠してました。私の妹も、チェルノブイリ事故のあと、子供を産みました。水頭症の赤ん坊でした。それを悔やんで、私の母は自殺したんです！私は、日本の全ての原発を止めるまで、母の墓参りはしないと誓いました。野田総理、福島の子どもたちを助けてください！原発をすべて止めてください！」アイリーンが泣いていた。私も泣いた。
野田総理は、かすかに首を延ばして私たちの方を見た、そして、あとは誰かに向かって、ひたすらぺこぺことお辞儀を繰り返し、やがて、逃げるように黒塗りの車に乗りこんで、私たちの前から立ち去った。「幸子さん、最後に一言いいますか？」と尋ねると、「いいえ、もう言いたいことは全て言いました。思い残すことはありません」という答えが返ってきた。
後日、野田総理にとっては「晴れがましい外交デビュー」となった、ガラガラの国連会議の会場で「海外からのこれまでの支援に答えるためにも、日本は、世界一安全は原発をつくります。」と語る野田総理のスピーチを聞いた。そして、そのテレビのニュースを見て初めて、野田総理が繰り返しお辞儀をしていた相手は、なんと国連総長の潘基文だったということを発見した。今回のアメリカ訪問で、私たち使節団は野田総理の国連演説でのパラパラの聴衆など比べ物にならない、多くの心あるアメリカの聴衆を前に、いくつもの報告会で、福島の現状を、日本の原発推進に関わる官、財、民、法、メディアの癒着と民主主義の不在を、慈しんだ土地を捨てることを余儀なくされた農業者の苦しみを、福島の人々を子どもたちを見殺しにし続けてきた日本政府の非情な実態を語った。
「福島の人々の苦しみを無駄にしないでください。福島から学んで、今こそアメリカの世界の原発と止めてください。」この日本からの熱いメッセージを、アメリカの人たちに伝えて、私たちのアメリカ訪問は完了した。たくさんの人たちが、しっかり受け止めてくれた。福島は、日本だけでなく、多くの外国の国々の脱原発運動の高まりに貢献した。アメリカもまた例外ではない。10月1日ハドソンリバーパークで、原発のない未来を求めてデモが行われた。そのデモのチラシにはこう書かれている。
「福島第一原発のメルトダウン、政府による嘘と真実の隠蔽に触発されて、今もなお収束しない過酷な原発事故による放射能汚染で苦しむ日本の人々と共に、私たちは立ち上がる！」
そして、空の上でひらめいた「全国女たちの座りこみ！
無事、アメリカ訪問を終えて、帰りの飛行機に乗りこんだ。隣の座席に座った幸子さんから福島の女たちの経産省前座り込みの話を聞いて、ひらめいた。「全国の女たちの座り込みをやろう！」9月27日から29日まで、福島の女たち主催の座り込みに続いて、10月30日から全国の女たちが経産省前に結集する。「福島の女たちに続け！もう、黙ってはいられない！全国の女たちが立ち上がり、そして、座りこむ！」今、合計10日間の女たちの座りこみの準備は着々と進んでいる。（2011．10．10 札幌）

3月11日の福島第一原発事故をきっかけに、「世界が変わった！」と感じ、「何かしなくては」と、街角に繰り出し、デモに集まった者たちが、泊原発を止め、日本の世界の全ての原発を止めようと、活動してきた。毎月のように札幌でのデモを繰り返し、北電、道庁への要請行動、署名活動、泊村戸別訪問、道庁前座り込み、
ＩＡＥＡ， ＵＮＩＣＥＦ，ＵＮWomen にも要請文を提出。福島の子どもたちを守る会・北海道とも繋がって、福島の子どもたちのサマーキャンプにも関わった。泊3号機を福島事故以来最初に稼働する原発になることを止めようと、経産大臣相手に行政訴訟の提訴を行った泊3号差し止め訴訟にも参加。脱原発の替え歌で大通公園でのコンサートも。かわはら先生の脱原発授業も、Ｓｈｕｔ泊から誕生した。原発の素人が、やみくもに走り続けて、ついには脱原発使節団にも参加。10月30日から11月5日まで、全国の女たちの経産省前座り込みにも参加する。多様な技を持つ、多様なメンバーがＳｈｕｔ泊の看板。これからは、少し行き当たりばったりを卒業して、ヴィジョンなども持ちたい。国境を越え、核を超える、そんな活動をめざす。
