Urgent message:From M. Murata to Prime Minister Noda "Nuclear Dictatorship Must be Endednd"

Urgent message May 31, 2012

Dear Prime Minister Yoshihiko Noda,

Please allow me to send you an urgent message.
You are making a critical decision on the restart of the Ohi nuclear reactors. The whole world is closely watching this move as a global security issue, related to the Fukushima Unit 4 problem.

Based on the information that you may decide in favor of it, worldwide actions have started, issuing urgent appeals to stop this. Today, through Mr. Akio Matsumura I received an article written by Dr. Toshio Nishi, Stanford University in which he writes “Nuclear reactors in Japan are like Driving without License” Mr. Arnie Gundersen is warning that “Around the Fukushima Unit 3 the radiation level is so high that no repair or reinforcement has been done. In case of the worst scenario that could happen to more than 120 fuel rods contained in this Unit, it will destroy the whole Fukushima Daiichi just as in case of the Fukushima Unit 4. Mr. Robert Alvarez warns, “It is to be feared that temporary pipes of the cooling system could be damaged”.
The latest Shuukan Asahi (8 June number) warns that the Fukushima Unit 2 faces the danger of criticality. Moreover, the next number of “Friday” magazine is going to take up the Fukushima Unit 1 and its serious problems with melted spent fuel rods.

On the other hand, the persistence of the “nuclear village” has recently been exposed, which resulted in the interruption of the official discussion on “Basic Plan on Nuclear Policy” and the withdrawal of the plan to allow nuclear energy to occupy 35% of total energy sources. The loss of confidence in the Japanese government has thus attained its height. The promotion of nuclear reactors is no longer “national policy”, but its system remains unchanged. This allows the “nuclear dictatorship” to persist. It is an extremely serious issue that should be urgently tackled with.
It was reported on 19 May by the Mainichi News Paper that Governor Heita Kawakatsu of Shizuoka Prefecture expressed to the US Ambassador in Japan, Mr. John Roos his intention of requesting the Ambassador directly the intervention of the American Armed Forces in case of emergency at the Hamaoka nuclear plant and that a positive

reaction was obtained from the ambassador. If you go ahead with the restart of the Ohi nuclear reactors, it is certain that similar attempts will be undertaken.
At this juncture, I firmly believe that the only way to restore honor, for Japan and for you, is to establish, before next August, the national policy of putting an end to the use of nuclear reactors.
I am confident that you will make a wise decision.

With highest and warmest regards,
Mitsuhei Murata
